Strategic Development Observatory of the Region of Leiria

Members CARME: Ana Sargento, Ana Sofia Lopes e Eleonora Santos

Description: The Strategic Development Observatory of the Region of Leiria (ODERL) aims to support the Economic and Social Council of the Region of Leiria (GESRL) and is the responsibility of CARME (Center for Applied Research in Management and Economy). The Council’s main objective is to prepare action measures that support the Region in the transition phase in the context of a pandemic, seeking to mitigate the negative impacts of the crisis ahead. 

The Observatory intends to support the Council’s decisions, in 3 aspects: – provide updated information on the socio-economic background of the Region of Leiria (through thematic status reports and prospective studies); – monitor performance indicators associated with short and medium term measures; – act as a platform to facilitate interaction between R & D + i entities, companies and local authorities.

Update of the Relevance Map of Qualifications in Leiria Region

CARME Member: Ana Sofia Lopes

Description: This project aims to update the relevance of each area of education and training based on the professional qualification needs of the Leiria Region. In turn, this Relevance Map will support the definition of level 4 vocational courses offer for the Region of Leiria for the academic year 2021-22. By matching the offer with the demand of qualifications, we intend to contribute to employability and to the economic development of the region.

Anticipation Study of Qualifications Needs in the region of Leiria 

CARME member: Ana Sofia Lopes 

Description: This project aims to support the consultation and planning process for the provision of level 4 vocational courses for the Region of Leiria. To this end, a diagnosis of mid-level qualification needs in this region will be developed, using various statistical sources, as well as surveys, interviews and workshops with stakeholders, with a view to identifying recent trends in demand and supply of qualifications and to anticipate qualification needs from the employers’ point of view. Through the identification of qualification priorities and an offer adjusted to needs, we intend to contribute to the economic development and employability of the region.

Local Action Plan for Urban Regeneration of the municipality of Batalha

DescriptionThis project aimed to promote a sustainable urban environment and the regeneration of the intervention areas of the historical centre and riverside area of the old town of Batalha. The research team, in cooperation with the Municipality of Batalha, collaborated in the planning of integrated and coherent objectives and actions, implemented through public and private projects that were submitted to the funding programme of the European Regional Development Fund. The application was approved by the evaluation agency, resulting in the allocation of 2.7 million euros from the ERDF to this municipality, which will partially support the development of the approved public and private projects.

Ansião Strategic Plan 2014-2020

Description: The aim of this project was to develop the Ansião Strategic Plan for the period 2014-2020, using participatory decision-making techniques. The plan was prepared with the participation, at all stages, of a group of stakeholders of Ansião, composed of 27 members from different areas of economic activity, and facilitated by the research team.

Local Development Strategy for Terras de Sicó, Local Action Group

Description: The project consisted in the preparation of a local development strategy for the territory of Sicó (composed of six municipalities belonging to the Leiria and Coimbra NUT III regions), as well as in the definition of the respective action and investment programmes and the governance model. Community Based Local Development (CLLD) is one of the funding instruments for territorial development foreseen in the 2014-2020 European Funding framework, with the aim of promoting, in specific territories, local development and diversification of the economies of rural and coastal areas as well as social innovation. The local development strategy served as the basis for Terras de Sicó’s application to the CLLD instrument, under the European Regional Development Fund (ERDF), having received the approval and resulting in the allocation of 4.5 million euros.

DescriptionThe project consisted in the elaboration of a local development strategy for the Leiria Region, in close collaboration with the main regional partners. All the planning was promoted by the Business Association of Leiria (NERLEI), in partnership with the Polytechnic of Leiria, the Intermunicipal Community of Pinhal Litoral (CIMPL) and the Association for the Development of Leiria (ADLEI).
